The overarching goal of the Early Intervention Planning Council (EIPC) is to reduce the number of children entering the Marion County child welfare and juvenile legal systems by improving the coordination of and access to youth services in the county. Research indicates that early intervention services, which help children and families address problems before they become crises, can make a critical difference to young people and families at risk.
Early Intervention Planning Council (EIPC)
MCCOY is the designated convener for the Early Intervention Planning Council. The EIPC was established in 2005 by the City-County Council of Indianapolis-Marion County, as described in City-County Ordinance No. 70 (2005). Since 2005, the EIPC and its partners began studying the complex issues that contribute to child and family involvement with Marion County’s child welfare and juvenile justice systems. The EIPC oversees the work of the EIP Initiative.
